Toms River is the county seat of Ocean County and a gateway to the Jersey Shore, where the river meets Barnegat Bay. Downtown Washington Street keeps historic buildings, a farmers market, and the River Lady cruise boat, which carries visitors along the river past osprey nests and waterfront homes. Island Beach State Park, a barrier island just across the bay, offers undeveloped beaches and dunes, and the Toms River Seaport Society preserves the town's shipbuilding past. The township, once called Dover, took the river's name in 2006.
